The Regular Meeting of the Town of Hillrose Board of Trustees was called to order by Mayor Riedl at 7:01 p.m.  Trustees answering roll call were Colerick and Wahlert.  Kramer absent due to class.  Staff members present were Golemboski.  Visitors present were Kim VanProssdy, A.J. Meier, Morgan Co. Sheriff Sgt. Rob Evans and Todd Simon. The Mayor led the pledge of allegiance.

Public Comments:  None; The Place requested to block off the 300 block on April 16 from 1 to 6 pm.  Colerick moved with Wahlert seconding to allow The Place to block off Emerson Street from 317 Emerson (The Place) east to Beaver Street from 1 to 6 p.m. for their function.  A voice vote was taken with all present voting yes, motion carried 3-0.

The minutes from the March 21, 2011 meeting were presented and Colerick moved with Wahlert seconding to approve the minutes as printed.  Approved by unanimous voice vote 3-0.

The Mayor opened the public hearing for The Place’s Liquor License renewal application at 7:03 p.m.  Clerk Golemboski presented the license, letters from the attorney and Morgan Co. Sheriff Crone.  There weren’t any public comments.  The Mayor closed the public hearing at 7:05 p.m.  Wahlert moved to approve the liquor license renewal application and authorize the Mayor’s signature and submit the license to the State with Colerick seconding.  A roll call vote was taken with all present voting yes, motion carried 3-0.

The following reports were submitted to the Board:
Certified Operator, Dale Colerick:  attached
Clerk/Administrator, Lynn Golemboski:  Golemboski reported on the demolition permit issued to Susan Stroh for her mobile home at #3 Dana; The attorney for Carney Holdings LLC has requested a detailed bill of the amounts owed to the Town that had been certified to the County Treasurer.
Deputy Clerk, Barbara Nichols:  attached
Maintenance, Ed Wahlert:  Mowed ½ the park; serviced mower; delivered a couple of toters; meter issue at #23 Prewitt and 205 Charles St.  #23 Prewitt had a broken piece that holds the meter reading sensor and the meter pit had been opened at 205 Charles St. by someone other than the Town and was still open when the meter was being reread during the normal meter reading process.  Colerick will discuss that with Moffitt.
Sheriff’s Report:  Handed out the report; announced two new road officer trainees.

Old Business:
Golemboski apologized but has not gotten to talk privately with Brush Police Chief Mark Thomas about allowing his code enforcement officer to work in Hillrose.

The manhole sealing project was completed.  The contractor’s power washed the inside of the manhole first and reported that there were several leaks.  The coating was completed late last week.

The Board discussed the timeline for the Trustee Vacancy.  The deadline for applications is April 18 at 12:30 p.m.  It was in the newsletter, on the website and will be published in the newspaper on April 6.  The interviewing of candidates will be held on Tuesday, April 19 at 7:00 pm to allow Kramer to attend the meeting.  Golemboski handed out the proposed questions for the candidates and they were approved and will be handed out to candidates.  The new Trustee would be selected on the 19th and swearing in will be held on May 2, 2011.

New Business:
The list of bills for April 4, 2011 was presented.  Colerick moved with Wahlert seconding to pay the bills in the usual manner.  Roll call vote was taken with all present voting yes, motion carried 3-0.

Golemboski presented a request from the East Morgan County Hospital to use the dunk tank for an employee function.  The Board approved the request.

The meeting was adjourned at 8:18 p.m.
