The Regular Meeting of the Town of Hillrose Board of Trustees was called to order by Mayor Riedl at 7:00 p.m.  Trustees answering roll call were Colerick, Kramer, Smith and Wahlert.  Staff member present: Golemboski.  Morgan County Sheriff Sergeant Rob Evans was the only visitor present.  The Mayor led the pledge of allegiance.

Public Comments:  none

The minutes from the February 7, 2011 meeting were presented and Wahlert moved with Smith seconding to approve the minutes as printed.  Approved by voice vote 4-0 with Kramer abstaining.

The following reports were submitted to the Board:
Code Enforcement, Jon Riedl:  attached.  Wahlert moved with Colerick seconding to pay Riedl for time spent on 1/10/11 on mutual aid to Colorado State Patrol and Morgan County Sheriff Office for a dog involved in an accident on I-76.  Riedl was called out by Morgan County Dispatch.  A roll call vote was taken with all present voting yes, motion carried 4-0 with Riedl abstaining.
Maintenance, Ed Wahlert:  #20 Prewitt had a freeze up meter – thawed it slowly with tenant’s heat lamp with no damage to pit or meter.  Ed’s Welding has repaired the compartment door on the utility box pickup.  Graded streets.
Sheriff’s Report:  They have a deputy leaving so they won’t be fully staffed.  Gave us monthly reports.

Old Business:
The Clerk reported that she had no contact with Sheriff Crone after leaving a message about the town’s desire to talk about the Code Enforcement Position with him.

New Business:
The list of bills for February 22, 2011 was presented.  Colerick moved with Kramer seconding to pay the bills in the usual manner.  Roll call vote was taken with all present voting yes, motion carried 5-0.

Golemboski presented correspondence from Attorney McGuire regarding the building codes necessary for the Town to adopt to prepare for the Intergovernmental Agreement with Morgan County for the Building Inspections.  McGuire suggested joining the International Code Council for $100 to get a code for free.  We would need 5 codes: International Residential Code; International Building Code; International Mechanical Code; International Energy Conservation Code and International Property Maintenance Code.  Smith moved with Wahlert seconding to approve the membership and purchase of necessary codes.  A roll call vote was taken with all present voting yes, motion carried 5-0.

Trustee Kramer advised the Board she would be taking a class offered by her employer for the next 6 weeks on Monday nights beginning on 2/28/11 and would not be in attendance at both March meetings and the April 4, 2011 meeting.

The meeting was adjourned at 8:06 p.m.
