The Regular Meeting of the Town of Hillrose Board of Trustees was called to order by Mayor Pro-tem Wahlert at 7:09 p.m.  Trustees answering roll call were Colerick, and Kramer.  Riedl absent due to illness and Smith absent due to son’s illness.  Staff members present were Golemboski. Sergeant Rob Evans with the Morgan County Sheriff’s office was present.  The Mayor Pro-tem led the pledge of allegiance.

Public Comments:  none

The minutes from the December 13, 2010 meeting were presented and Colerick moved with Kramer seconding to approve the minutes as printed.  Approved by unanimous voice vote 3-0.

The following reports were submitted to the Board:
Certified Operator, Dale Colerick:  attached
Clerk/Administrator, Lynn Golemboski:  Completing end of year activities.
Deputy Clerk, Barbara Nichols:  as printed
Maintenance, Ed Wahlert:  Opened up the drifts as needed during the recent snowstorm and high winds.  Yard water break in alley between Charles and Husky Drive was fixed; Yard water system froze up in the well house while shut down because of the break but now up and running.  There must be another break somewhere because the system is still pumping water at a low volume.  After discussion Wahlert will have the electrician install a thermostatically controlled electric heater so it doesn’t happen again.  It wasn’t a problem before but with such little usage and then shut off during the cold weather there wasn’t enough water going thru the lines to generate enough heat and keep from freezing.  It could continue to freeze up and as it is our fire control water system a heater is necessary.

New Business:
The list of bills for January 3, 2011 was presented.  Colerick moved with Kramer seconding to pay the bills as printed.  Roll call vote was taken with all present voting yes, motion carried 3-0.

Golemboski introduced Ordinance 110 as prepared by Attorney McGuire responding to the Board call for resolution to the current unpaid balance of utility bills that have been added to properties as a tax lien but remained unredeemed after the recent tax lien sale in December.  This Ordinance amending Ordinance 94 would require all outstanding utility bills and delinquent tax liens for the same property to be brought current prior to any water, sewer or trash services being provided to the property. Ordinance No. 110 An Ordinance Amending Ordinance 94 Regarding Delinquent Taxes, Charges, and Assessments and Authorizing the Town Clerk to Certify Delinquent Taxes, Charges, and Assessments to the County Treasurer for Collection.  Kramer moved with Colerick seconding to read Ordinance #110.  A voice vote was taken with all present voting yes.  Motion carried 3-0.  Golemboski read the ordinance.  Kramer moved with Colerick seconding to adopt, approve, pass and order published by title only Ordinance #110.  A roll call vote was taken with all present voting yes, motion carried 3-0.  The Board asked that Attorney McGuire send a letter explaining the new ordinance to any property owners with utility tax liens on their properties.

The meeting was adjourned at 8:07 p.m.
