The Regular Meeting of the Town of Hillrose Board of
Trustees was called to order by Mayor Riedl at 7:00 p.m. Trustees
answering roll call were Colerick and Wahlert. Staff members present were
Golemboski, Colerick, Nichols and Riedl. No visitors were present. The Mayor
led the pledge of allegiance.
Public Comments: none
The minutes from the December 14, 2009 meeting were presented
and Colerick moved with Wahlert seconding to approve the minutes as printed.
Approved by unanimous voice vote 3-0.
The following reports were submitted to the Board:
Certified Operator, Dale Colerick: as printed
Clerk/Administrator, Lynn Golemboski: nothing additional to
report
Deputy Clerk, Barbara Nichols: as printed
Maintenance, Ed Wahlert: Moved a couple of brown snowdrifts.
Old Business:
Golemboski introduced Tom Ashburn, Xcel Energy Representative prior to the
opening of the public hearing on Ordinance #107. Mayor Riedl opened the hearing
at 7:13 p.m. No one made comment on the proposed Ordinance #107
AN ORDINANCE OF THE TOWN OF HILLROSE, MORGAN COUNTY, COLORADO, GRANTING A
NON-EXCLUSIVE FRANCHISE TO PUBLIC SERVICE COMPANY OF COLORADO, D/B/A XCEL
ENERGY, ITS AFFILIATES, SUCCESSORS, AND ASSIGNS, OF THE RIGHT TO USE THE STREETS
WITHIN THE TOWN TO FURNISH, SELL, TRANSMIT, TRANSPORT, AND DISTRIBUTE
ELECTRICITY TO THE TOWN AND TO ALL RESIDENTS OF THE TOWN; GRANTING THE RIGHT TO
ACQUIRE, CONSTRUCT, INSTALL, LOCATE, MAINTAIN, OPERATE, AND EXTEND INTO, WITHIN,
AND THROUGH THE TOWN ALL FACILITIES REASONABLY NECESSARY TO FURNISH, SELL,
TRANSMIT, TRANSPORT, AND DISTRIBUTE ELECTRICITY WITHIN AND THROUGH THE TOWN; AND
FIXING THE TERMS AND CONDITIONS THEREOF. The hearing was closed at 7:14 p.m.
The Clerk called Trustee Smith for his vote on the Ordinance. Wahlert moved
with Colerick seconding to pass, adopt and approve Ordinance 107 and order
published in the Brush News Tribune. A roll call vote was taken with all
present and by telephone voting yes, motion carried 4-0.
New Business:
The list of bills for January 4, 2010 were presented. Wahlert
moved with Colerick seconding to pay the bills in the usual manner. Roll call
vote was taken with all present voting yes, motion carried 3-0.
Golemboski introduced Ordinance #108 An Ordinance Declaring a
Moratorium on the Review of Applications for Dispensaries of Medical Marijuana
Within the Town of Hillrose, Colorado Pending Adoption of Appropriate Zoning
Regulations and Declaring an Emergency. Attorney McGuire recommended this
ordinance as Morgan County and the surrounding towns are adopting similar
ordinances and he wanted to make sure that we approach this subject with careful
deliberation. Colerick moved with Wahlert seconding to read the Ordinance. A
voice vote was taken with all present voting yes, motion carried 3-0. Wahlert
moved to pass, adopt, approve and order published by title only. The motion
failed for lack of second.
The meeting was adjourned at 7:43 p.m.
