The Regular Meeting of the Town of Hillrose Board of Trustees was called to order by Mayor Riedl at 7:00 p.m.  Trustees answering roll call were Colerick, Kramer, Smith and Wahlert.  Staff member present was Golemboski.  Visitors present were Morgan County Sheriff Officers Rob Evans and Ed Dye.   The Mayor led the pledge of allegiance.

Public Comments:  Colerick presented a request from The Place to use the canopy for the benefit on October 16 for Dustin Smith.  The Board approved the request.

The minutes from the October 4, 2010 meeting were presented and Wahlert moved with Smith seconding to approve the minutes as printed.  Approved by unanimous voice vote 5-0.

The following reports were submitted to the Board:
Certified Operator, Dale Colerick:  as printed;  Talked with two area farmers about the irrigation water we are retaining between the two sewer lagoons in the creek bottom and they were unaware of our problem with the water infiltrating our incoming sewer mainline and said they are done irrigating for the year.
Clerk/Administrator, Lynn Golemboski:  as printed.  Kramer moved with Smith seconding to accept the 2011 CIRSA preliminary contribution quotations of $4395 for Property and Casualty and $2053 for Workers Compensation and authorize Golemboski to sign the acceptance of quotations.  A roll call vote was taken with all present voting yes, motion carried 5-0.  The water meter workbench cabinet and countertop materials were approved for purchase at approximately $521 with the bill to be submitted in the payment of bill list when purchased.
Maintenance, Ed Wahlert and Don Smith:  Lights and electrical outlets are in the storage trailer; cleaned drainage; filled in hole in alley behind the old school; park sprinklers are working fine now; put out mosquito dunks; mowed parks and checked on prices for the replacing the water damaged ceiling tiles at the Town Hall/Community Center.  Ackley’s price is $5.58 per 2’ x 4’ tile.
Sheriff’s Report:  as printed.  Ed Dye was introduced as a patrolman in training.

Old Business:
Colerick announced the Website is ready to publish but asked for updates from the Clerk on the clerk’s message, a copy of the comprehensive plan and FAQ’s for dog licensing and rabies. 

The Clerk asked for clarification on the time for the dedication of the Mural, Mosaic and Welcome to Hillrose signs.  The board had set 2:00 pm as the time at the last meeting.  Golemboski reported that the Hillrose Community Church would like to serve the chili supper to the guests at the Fall Bon Fire so that the Board members could mingle and enjoy the activity with the citizens.

New Business:
The list of bills for October 4, 2010 were presented.  Colerick moved with Wahlert seconding to pay the bills in the usual manner.  Roll call vote was taken with all present voting yes, motion carried 5-0.

The Board directed the Clerk to prepare a Resolution opposing Amendments 60 & 61 and Proposition 101 for the next meeting.

The meeting was adjourned at 8:41 p.m.
